Rules Applicable for all CBLIs with the Following Destinations: 

  • European Union (Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden)

  • Norway

  • Northern Ireland

  • Switzerland



Key Highlights

If a CBLI is subject to ICS2, the following information banner will be displayed:





To be compliant, additional information must be submitted. The required data set depends on which party is responsible for submitting the ENS.


Carrier is Responsible for Filing ENS: 

  • Seller and Buyer details must be provided in the Parties section in addition to the standard required parties.

  • Consignee and Buyer must have an EORI ID number.

  • The HS code of the cargo must be at least 6 digits.


Carrier is Not Responsible for Filing ENS:

  • A Supplementary Declarant must be provided in the Parties section with an EORI ID number.



(For Consignee, Buyer and Supplementary Declarant EORI Id shall be provided at party card). 


The EORI ID can be provided in the CBLI or managed at the business partner/company level, in which case the system will automatically pre-fill it in the CBLI.


Note 1: Not all Ocean Carriers will be able to consume the newly added pieces of information. The plans communicated by different Carriers vary in dates but will take place as of September until December 2024. Cargoo has chosen to start providing the required information to encourage users to become used to the new regulations and be ready at the time carriers enforce the new regulations.


Note 2: EORI ID information might not be printed in the B/L.
