European Union's Import Control System 2 (ICS2)


Overview  

We would like to update you on the upcoming changes to the European Union's Import Control System 2 (ICS2), especially Release 3, which will be implemented in the second half of 2024. These changes are designed to enhance customs risk management and improve the security and safety of goods entering the European Union.





Key Points:

1. Who is affected?

  • All deep sea and short sea cargo discharging or transshipping to or through the EU (27 Member States), Northern Ireland, Norway and Switzerland.

  • Cargo remaining on board (FROB, Freight Remaining On Board) 

2. Deployment Window 

  • The deployment period for maritime and inland waterway carrier is from June 3, 2024 to December 4, 2024. 

3. Data Submission 

  • The data requested can be submitted via a single complete Entry Summary Declaration (ENS) filing by the carrier or through multiple filings by the carrier, freight forwarder or EU consignee.

4. New Data Elements Required 

  • 6-digit Harmonized System (HS) code for each commodity with complete and accurate cargo description. 

  • Buyer and Seller information if filed as a single complete ENS or the EORI number (Economic Operators Registration and Identification) of the supplementary declarant for all import cargo discharging in the EU (FROB excluded).

  • House Bill of Lading if the carrier files it on your behalf.

  • EORI of the consignee established in the EU for import shipments, or the full address of the consignee including P.O. Box Number, Postal Code, Sub-division Code, City and Country. 





We are currently enhancing the CBLI screen to allow you to share data for ICS2 submission. As we move forward, we will keep you informed on the latest developments to ensure you are well-prepared to handle the submissions into ICS2.
